The special meeting was called to order by Mayor Lee Daugherty at 7:00 p.m. in the Council Chambers

ROLL CALL: PRESENT: Lee Daugherty, Jerry Tanner, Jr., Jim Steele, Dennis Smoke,

ABSENT: Bill Hartmann, Kathie Knoblauch, Mark Knoblauch

ALSO PRESENT: Police Chief Charles Weir, Treasurer/Income Tax Administrator Dixie Wright, DPW Supervisor Phil Goodlock, Librarian Kathy Hepker, Summer Recreation Director Bill Mullaly, Joe Haley, Betty Walker, Wes Boyd, Dave Frownfelder, City Manager Frank Goodroe, and City Clerk Kim Murphy.

ORDERS OF THE DAY:

Excuse Absent Member(s):

City Manager Frank Goodroe indicated that Mr. Hartmann had previously reported he would be out of town and would miss the Council meeting. Mrs. Knoblauch called into the City Office late this afternoon indicating Mr. Knoblauch had to work and she had personal business to attend to and they would both miss the meeting.

Motion by Dennis Smoke, seconded by Jerry Tanner to excuse Bill Hartmann from the meeting, CARRIED: 4-0 by roll call vote

Motion by Dennis Smoke, seconded by Jerry Tanner to excuse Mark Knoblauch from the meeting, DENIED: 3-1 by roll call vote. (J. Tanner, D. Smoke, J. Steele – NO) (L. Daugherty – YES)

Motion by Dennis Smoke, seconded by Jim Steele to excuse Kathie Knoblauch from the meeting, DENIED: 4-2 by roll call vote.

2007/2008 Budget Discussions:

City Manager Frank Goodroe presented Council with the 2007/2008 Fiscal Year Budget. The Council reviewed the proposed revenues and a large number of expenditures including: the utility fund; capital improvement plan; all general fund departments; major streets; local streets; fire department; and recreation department. Council will continue reviewing the budget at the May 1 Council meeting.
