 The regular meeting was called to order to by Chairman Rex Murphy at 6:31 P.M.

ORDERS OF THE DAY:

 

Minutes:

Motion by Tanner, seconded by Haley to approve the Minutes of October 23, 2006 and place them on file, CARRIED:  Unanimously by voice vote.

 

 

NEW BUSINESS:

 

VARIANCE REQUEST:  116 W. Main Street:

Mr. Rob Hall owns the property at 116 W. Main Street.  He is putting in a movie theater and has been required to install an emergency exit.  This property is located in the I-1 (Light Industrial) Zone.  The front set back in this zone is 35 feet.  Mr. Hall’s building is currently closer than the required 35 foot setback.  The proposed emergency exit will extend 5 feet into the setback area.  The exit will be 3 feet tall and approximately 8 feet 8 inches long.  The Commission confirmed the following:  the exit will not encroach onto the sidewalk, it will be constructed of cement, a black iron hand rail will be installed for safety; the exit will have steps and not a slope because the disabled will have seating at the front of the theater and the main exit will be closer for them.  The Commission suggested the railing be pin-holed so it could be removed if needed to allow for a stretcher if there was a medical emergency.

 

Motion by Nichols, seconded by Minton to recommend that the Zoning Board of Appeals grant the variance request at 116 W. Main Street, CARRIED: 6-0 by roll call vote.

 

VARIANCE REQUEST:  514 S. Church Street:

Mr. Clare Ransom is requesting a variance from the front setback requirements in the R-1 (Single Family Residential) Zone.  The front setback requirement is 35 feet.  Mr. Ransom would like to build a 40’ x 27’ addition to north side of his existing home.  The majority of his existing home has a front setback of 18 feet, although a small portion has a setback of 15 feet.  Most homes in this area do not comply with the 35 foot front setback requirement.   Mr. Ransom is proposing to build the addition with a front setback of 18 feet.  The Commission confirmed the following:  although Mr. Ransom has numerous buildings on his property, he will not exceed the maximum amount of lot coverage for this zone; the proposed addition will not fit on any other portion of the lot; the proposed addition will be used for bedrooms and bathrooms for his residence, not as a rental.  The Commission discussed that previous variances have been granted in residential areas where the front set backs did not comply, however the homes in the area were of similar setbacks creating symmetry on the street.

 

Motion by Nichols, seconded by Haley to recommend that the Zoning Board of Appeals grant the variance request at 514 S. Church Street, CARRIED 6-0 by roll call vote.

 UNFINISHED BUSINESS:

 

Directional Signage:

Mr. Dave Sheely updated the Planning Commission on the progress that has been made by the DDA and Planning Commission subcommittee reviewing a city wide sign program.  The committee has reviewed what signs are needed and in what locations.  They have reviewed sign formats, color schemes, and pole designs.   They are also considering a Phase I and Phase II plan for the project. Once the committee is ready to make a recommendation, they will bring it back to the Planning Commission and ultimately seek Council approval for the plan.

 

Upper Floor Residential Use in Downtown:

Commission Chairman Rex Murphy advised City Manager Frank Goodroe of the discussions the Commission has had to date regarding upper floor residential use in the downtown area.  It was discussed that the business owners need to get together to determine the interest level.  The City/DDA should begin looking at funding options.  Loft style apartments were discussed as an option to some of the City owned buildings in the downtown.  The Commission will continue working on this matter.

 

Parking in the Downtown:

Commission Chairman Rex Murphy advised City Manager Frank Goodroe of the discussions the Commission has had to date regarding parking in the downtown.  The Commission acknowledges that there is a need for parking in the downtown.  Ideas such as permit parking and development of parking options were discussed.  Mr. Sheely recommended that when the Commission is reviewing parking needs of the community, not to plan for peak time shopping.  It was discussed that if more apartments are constructed in the downtown, it will create an even greater need for parking.  The Commission will continue to work on this concern.

CITY MANAGER’S COMMENTS:

It was noted that the MSU Extension is offering a Citizens Planner course in Adrian on Thursdays beginning in February.  The course will last for 7 weeks.  The cost is $385.  There are a number of valuable topics that will be discussed during these sessions.   Any planning commissioner interested in attended should let City Clerk Kim Murphy know as soon as possible.
