PLANNING COMMISSION REGULAR MEETING PLANNING COMMISSION 121 N. CHURCH STREET – HUDSON MI PUBLIC HEARING SEPTEMBER 22, 2003 6:3O P.M.
The public hearing was called to order to by Chairman Rex Murphy at 6:30 P.M. ROLL CALL: PRESENT: Kathie Knoblauch, Sue Minton, Bev Nichols, Rex Murphy, Jerry Tanner, Tiffany Chinn Jim Spencer, Joe Haley, Heather Hall ABSENT: None OTHERS PRESENT: Phil Goodlock, Rosalyn Gerkin, Bruce VanWieren, Bob Darr, Bill Hartmann, Connie Hartmann, Claude Rowley, Tim Sallows, Wes Boyd, Bev Mullaly, Chan Culver, Dave Frownfelder, Laura Stanley, Angie Monahan, Pete Galupo, Carol Galupo, Virginia Webster, Patricia Hackett, Darwin Vandevender, Joel Haynes, Dennis Smoke, LeeAnn Minton, Mike Sanborn, Mark Monahan, Louis Colagiovanni, Brett Boyd, Karen Boyd, City Manager Mark Knoblauch, City Clerk Kim Murphy, and others.
ORDERS OF THE DAY:
Rezone Request – 404 W. Main, 408 W. Main, 111 West, 115 West: There was much public comment on this matter. Chan Culver: Mr. Culver stated that he is in opposition of the rezone request. He explained in detail his concerns over spot zoning; the sufficiency of the rezone application; and location of the proposed new construction in comparison to Ms. Mullaly’s and Dr. Kunkle’s homes. Angie Monahan: Mrs. Monahan indicated she was not in favor or against the expansion of the Market House. Moreover, her concern was that “small town” Hudson does not become a “big town” Adrian. She enjoys the small town atmosphere and that is why she is raising her family here. She also stated her concern over potential for increased traffic congestion on Main Street. Bev Mullaly: Ms. Mullaly stated that she is not against the expansion of the Market House, however she feels the Market House could expand and still leave the homes on Main Street. Lee Ann Minton: Ms. Minton stated her concern was in that the Market House was not up front with their intentions and kept the citizens of Hudson in the dark about their expansion plans.

ORDERS OF THE DAY: Minutes: Motion by Tanner, seconded by Chinn to approve the Minutes of September 8, 2003 and place them on file, CARRIED 9-0 by show of hands. NEW BUSINESS: Rezone Request – 404 W. Main, 408 W. Main, 111 West, 115 West: Brett Boyd presented the Commission with pictures and a draft site plan outlining the proposed expansion of the Market House. Mr. Boyd attempted to answer various concerns which were voiced during the public hearing. The Commission had several questions of Mr. Boyd. Motion by Spencer, seconded by Chinn to approve the rezone request by the Market House for 404 W. Main, 408 W. Main, 111 West, and 115 West from Office to Commercial, CARRIED 5-4 by role call vote. (Murphy, Knoblauch, Minton, Spencer, Chinn – YES) (Tanner, Haley, Hall, Nichols – NO) VISITOR’S BEFORE COMMISSION:
Bill Hartmann: Mr. Hartmann indicated his concern over the previous rezone of 330 W. Main, 332 W. Main, 334 W. Main, and 400 W. Main. He also had some questions of Mr. Boyd regarding the expansion. CITY MANAGER’S REPORT: Nothing to report at this time. COMMISSION COMMENTS: ADJOURNMENT: Motion by Hall, seconded by Nichols to adjourn the meeting at 7:48 p.m.
